SIB3 is an RRC information element of 3GPP TS 38.331 (38331), the 5G NR Radio Resource Control (RRC) protocol.

Definition

SIB3 contains neighbouring cell related information relevant only for intra-frequency cell re-selection. The IE includes cells with specific re-selection parameters as well as exclude-listed cells.

If absent, the intra-frequency neighbor cells do not apply any channel access procedure.
intraFreqOD-SIB1-ExcludedCellList-r19 CHOICE { · OPTIONAL Need R since v19.0.0	List of exclude-listed intra-frequency neighbouring cells for a UE supporting OD-SIB1 as specified in TS 38.304 [20]. If intraFreqOD-SIB1-ExcludedCellList is present, the UE ignores intraFreqExcludedCellList (without suffix).
